The whole Canthan empire is realy called The Empire of the Dragon, so it could just be referring to their nation, though perhaps they have had some history with dragons, given the empires name.
On the other hand it could just be ment to symbolize the great traits of a dragon.
By the way: Holy shi that dragon back is HUGE. I pity my children.

I would like to point out that the Prophecies storyline was basically one of misread Prophecies. After all, it was our heroes that helped the Lich in the end! Because they did not know better.

As GW's storyline is always awfully "inspired" by pop culture, I can imagine a world threatend by dragons like in "Reign of Fire". Dragons and/or Destroyers would be the common enemy of the 5 different factions that wage war against each other as well.

That is a very cute theory... but obviously clearly incorrect for the following two (resounding) reasons:
1. First and foremost, Destroyers attacked everything, not just dragons (such as baby Glint). In fact the first quest to start EOTN regardless of your starting continent is to keep the destroyers from attacking the surface (see 'What Lies Beneath' - Tyria, 'I Feel the Earth Move Under Cantha's Feet' - Cantha, and 'Hole of Istan' - Elona). Also the reason that we see the rats, ooze, and the entire Asuran race is because the Destroyers destroyed their home and pushed them onto the surface.
2. Secondly, if Destroyers are good and Dragons are bad... then why the hell wouldn't the destroyers turn around and kick the crap out of the dragon that is right behind them?!
Which leads me to my conclusion and back the OP. Lets look at your "reasons" why you believe that dragons are all bad (lol) and add a little bit of intellect, some general knowledge about Guild Wars lore, and last but certainly not least logic.
I believe that GW2 will be basically a war between good dragons and bad dragons. Here are some logical reasons that I believe this to be true.
1. Destroyer dragon (at the end of EOTN) is bad, hence the destroyers.
2. Drakkar dragon (dragon in drakkar lake) is bad, hence Jora's brother.
3. Charr dragon (the back is in charr land) is bad, Charr are evil (this one is an assumption but not known).
4. Glint is good (protector of Tyria and revered by the Forgotten who are clearly good, helps defeat Titans which are evil).
5. Kuunavang is good (Helped defeat Shiro and is corruptable so in natural state must be inherently good).
6. Baby Glint (see Glints Challenge) is good as the destroyers (evil) try to kill it and it is the child of Glint.
So we already have a dichotomy of good and evil dragons well established and we know that EOTN is supposed to bridge the gap between GW1 and GW2, so it is safe to assume that GW2 will probably be about (or at least contain) a fight between the aforementioned good dragons and their counterpart the evil dragons.

not sure about the charr dragon. if the skeletal back thing was, at one time, a dragon, then it's pretty dead now. i think that theres a better chance of it being a monument created by th charr. then again it's in the middle of a lake so theres no way for us to get close enough to really see much in detail.
also, the charr aren't really evil. they just follow the shaman caste which wants to control everything. this will most likely change by GW2 when charr are playable.
regarding the dragon behind the destroyers: i don't think that it's the great destroyer. I think the great destroyer had captured it and was keeping it dormant while sapping it's magical energy to allow them to cause the earthquakes that created the fissures that allowed them to escape. not sure how they got the dragon in the frist place though, maybe menzies helped.

it must be an earth dragon!
1: the dragon must have been underground in the first place for the destroyers (who where trapped underground) to reach it.
2: if they used it to cause earthquakes then it must have some control over the earth element.
3: it looks pretty rocky.
would there be a dragon of each element in GW2? the drakkar dragon would probably be a water dragon, though i haven't seen it for myself...

Giga... With regards to the Charr not being inherently evil i agree (cant really be argued via Pyre Fierceshot) but the Shaman Caste could have been corrupted by the dragon (much like Joras brother).
With regards to the dragon behind the great destroyer... I never said that that dragon was the great destroyer. In fact I think that we probably already defeated the great destroyer (at least it was labled the great destroyer, even if it was kinda lame). The dragon was in the central transfer chamber before the great destroyer was (Vekk stated this already) but based on his disposition, the fact that the great destroyer decided to set up camp near him (probably to draw power like you said), and the fact that the cutscene hints at him/it being evil it is fairly safe to assume.... THAT THE DRAGON IS EVIL.
Good points though at least your thoughts were articulated much more than the guy who thought destroyers were our super good care bear friends. lol.

i dont remember vekk saying anything about the dragon...was it during a cutscene?

i have no idea what there planing for gw2. But what i can say that in some of the dungeons there are those library like rooms with all the scrolls and the paintings of dragons and other stuff that we have never seen in guild wars.
I cant wait for gw2 gonna have the little asura fighting a giant dragon ... might need mending -_-

My theory: the part in the ice, charr homeland, and endgame are all from the same dragon
